Gareth Blacker is Director of Strategic Development & Infrastructure at Homes England, a multidisciplinary team working nationally to identify, lead and support long-term, large-scale and complex housing and mixed-use regeneration projects. These projects require cross-boundary, cross-government, cross-discipline working and innovative delivery mechanisms. He is also a Director of English Cities Fund, a Homes England joint venture with Legal and General and Muse which undertakes complex mixed use urban regeneration projects.
A chartered surveyor with over 25 years’ experience in development and development finance, Gareth previously worked for English Partnerships and the London Development Agency. He has led major development projects including the 2012 Olympics land assembly and legacy master plan and Wembley regeneration. Significant infrastructure funding transactions include Wood Wharf, Greenwich Peninsula, and most recently Barking Riverside, Silvertown Quays and Brent Cross, all major housing led mixed-use development schemes.
